Abstract

In the context of digital transformation and increasingly intense global technological competition, digital talent has become a strategic resource determining the competitiveness of every nation. This paper clarifies the concepts of talent and digital talent, thereby analyzing the pivotal role of digital talent in China’s development strategy from the second decade of the 21st century to the present. Based on this, the study focuses on analyzing China’s digital talent development policies, particularly in the fields of digital technology, artificial intelligence, and innovation. Drawing on China’s practical experience, the paper derives several policy implications aimed at contributing to the formulation and improvement of strategies for developing, attracting, and utilizing digital talent in Vietnam during the current digital transformation period.
